As a result of the systematic activity of the Ecosfera NGO in Transcarpathia region in the field of energy efficiency in 2016 in Uzhhorod, the decision was made by the local authority to introduce a municipal energy management system. At the same time, the Uzhhorod City Council decided to join the city to the European initiative of the Covenant of Mayors in the field of sustainable energy and climate. However, due to the lack of competence of city officials in a completely new field, the development of the SEAPC in Uzhhorod has not begun. In these circumstances, it was important to provide institutional assistance to the city by enhancing the competence and qualification of energy managers through special trainings, as well as in developing an action plan for sustainable energy development and climate in the city, as a key document in the implementation of Uzhhorod’s local energy policy.

Objective: To promote energy efficiency of Ukrainian cities, in particular Uzhhorod.

Objective1: To facilitate decision-making by the Uzhhorod City Council, which will lead to systemic changes in the city’s energy policy (introduction of municipal management system, development of SEAPC).

Objective 2: Improve professional skills and facilitate the exchange of experience between urban and urban energy managers in Ukraine.

Project area: cities of Ukraine where energy management system is implemented, Uzhhorod.

Result:

1) reorganization of the structure of the city council executive committee was carried out in the city: the department of energy efficiency and tariff policy and two positions of energy managers were created;

2) the system of municipal energy management “Energobalance” was introduced. Now all energy expenditures in the budget sphere are under the control and careful analysis;

3) the city acceded to the 2016 Sustainable Energy and Climate Mayors Agreement. We have lobbied for a decision to develop a Sustainable Energy Development and Climate Action Plan by 2030, held a public Forum to discuss the draft of this document;

4) 2 stages of the training course for 15 energy managers of Ukrainian cities and energy efficiency experts (in Khust and Uzhhorod) were conducted;

5) Provided organizational assistance in conducting the Sustainable Energy Day in the city of Uzhhorod within the framework of the All-Ukrainian Info-tour “Energy Independence – Our Common Business!” Conducted by NGO “Ecoclub” and NGO “Ecodia” with the participation of other member organizations of the Ukrainian Climate Network (UKM).
